Submitting a run answers when the API is busy
Submitting several training runs at once, or pricing them with a dry run, could leave the request waiting until it
timed out. Each submit now gets an answer. If a request still cannot be checked within 25 seconds, it fails with
503 Unavailable, says nothing was created, and is safe to retry.
