Budgets count storage and egress
Storage and egress are charged once a day and were never counted toward Budgets. A Budget could show $0 spent while storage charges came out of your balance, and its alert emails at 50%, 80% and 100% never went out. They now count toward every Budget whose project and labels match, starting from the day the Budget was created, and send the same alerts. A Budget never deletes or blocks stored data, but once it is exceeded it stops new paid work the way it always has.
