Preserve auto-recharge opt-outs when saving billing settings
Saving recharge amounts or the low-balance warning no longer changes whether auto-recharge is enabled. Concurrent updates are rejected for review, preserving changes made by another admin or the automatic disable after failed payments. Use Turn on or Turn off to change auto-recharge explicitly.
