Agent capacity follows the configured supplier priority
Sandbox and managed Agent placement now apply the configured supplier priority when selecting existing, starting, available or newly provisioned capacity. Unavailable or unapproved suppliers remain excluded, and team ownership, node quotas and funding checks still apply. Estimates use the same placement policy as starts.
