Explicit admin fixtures and visible connection failures
The admin console now requires explicit local mock mode for fixture data. Normal builds require valid API and sign-in configuration, and operations pages wait for the API to verify the signed-in administrator. Invalid API responses show a connection error instead of appearing to succeed without data.
Admin sessions restore on page reload and automatically refresh valid sessions. Signing out and session expiry still end access; an operations connection error does not erase a valid sign-in.
