existing spend and reservations and wakes work waiting on the limit.
Rented and shared-capacity work applies the child’s cap, its parents’ shared caps and the Budgets matching
its project and original attempt labels. Relabelling a running resource cannot evade those Budgets.
Admission returns 402 BudgetExceeded with amounts and a remedy when the limit is insufficient. Dry-run
reports the same constraint without reserving credits.
