A Job waiting for capacity now shows why on its Scheduled condition: CapacityUnavailable when no matching
machine is free right now, NoFeasibleOffering when no offering satisfies the requested resources, placement,
price or completeByTime, VolumeBusy when a ReadWriteOnce Volume is held by another run, and the gang reasons
for distributed Jobs. The condition message says what to change. It used to read Queued whatever the cause.
placement.queueTimeout still counts from the moment the Job first waited, whichever reason it shows.
