Image builds report availability before accepting work
Current hosted deployments do not execute Image builds. Requests for build steps, Dockerfiles or Sandbox
snapshots now return ImageBuildUnavailable before accepting work or charging for it. Use a prebuilt image
reference, or an Image with only base and no steps. Existing unstarted build requests report Failed with
the same guidance instead of remaining pending. See Images.
